[CA/Schemes] Saansad Adarsh Gram Yojana

Aim
To create Model Villages
Primary Goal
To develop three Adarsh Grams by March 2019
  
Ø  Under this scheme, MPs (both Lok Sabha and Rajya Sabha) will adopt villages to create model villages
Ø  Gram Panchayat would be the basic unit for development
Ø  The MP will identify one Gram Panchayat to be taken up immediately, and two others to be taken up later
Ø  A Lok Sabha MP has to choose a Gram Panchayat from within his/her constituency
Ø  A Rajya Sabha MP has to choose a Gram Panchayat of his/her choice in the State from which he/she is elected
Ø  Nominated MPs may choose a Gram Panchayat from the rural area of any district in the Country
Ø  In the case of Urban Constituency (where there are no Gram Panchayats), the MP will identify a Gram Panchayat from a nearby rural constituency
Ø  Five Adarsh Grams (one per year) will be selected and developed by 2024
 Objectives
v Accelerating processes which lead to holistic development of the identified Gram Panchayats
v To substantially improve the standard of living and quality of life of all sections of the population



In order to convert the identified village into an Adarsh Gram through the specified activities, the following are the possible strategies:
ü  Entry point activities to energize and mobilize the community towards positive common action
ü  Participatory planning exercise for identifying peoples’ needs and priorities in an integrated manner
ü  Converging resources from Central Sector and Centrally Sponsored Schemes and also other State schemes to the extent possible.
ü  Repairing and renovating existing infrastructure to the extent possible.
ü  Strengthening the Gram Panchayats and peoples’ institutions within them
ü  Promoting transparency and accountability
 Funding
 No fresh funding has been allocated for SAGY; it will be raised through voluntary contribution at the local level. Additional resources may be tapped from existing programmes like Pradhan Mantri Gram Sadak Yojana, MNREGA, Indira Awas Yojana, MPLADS fund, Centre and State Finance Commission Grants and CSR funds.


Some of the prominent Members of Parliament to have announced selection of their respective Villages for development are:
*     Narendra Modi: Jayapur village in Varanasi district, Uttar Pradesh
*     Sonia Gandhi: Udwa village in Rae Bareli district, Uttar Pradesh.
*     Rahul Gandhi: Deeh village in Amethi district, Uttar Pradesh
*     Sachin Tendulkar: Puttamraju vari Kandriga(P.R.Kandriga) village  in Nellore district, Andhra Pradesh

The model villages adopted by the MP under the SAGY will now get rural roads under PMGSY (Pradhan Mantri Gram Sadak Yojana) on priority basis. Similarly, in these model villages, rural roads constructed or upgraded under PMGSY would have to be maintained by the State Governments up to prescribed standards and even beyond the built in period of first five years.   è [Feb 2015 Government Order]
