[CA] 2 new UTs of India

On the recommendation of Parliament, the President effectively dismantled Article 370 of the Indian Constitution and gave assent to the Jammu and Kashmir Reorganization Act, 2019. Under the leadership of Prime Minister Mr. Narendra Modi and supervision of Union Home Minister Mr. Amit Shah, the former state of Jammu & Kashmir has been reorganized as the new Union Territory of Jammu and Kashmir and the new Union Territory of Ladakh on Oct 31, 2019.
The new Union Territory of Ladakh consists of two districts of Kargil and Leh. The rest of the former State of Jammu and Kashmir is in the new Union Territory of Jammu and Kashmir.
In 1947, the former State of Jammu and Kashmir had the following 14 districts - Kathua, Jammu, Udhampur, Reasi, Anantnag, Baramulla, Poonch, Mirpur, Muzaffarabad, Leh and Ladakh, Gilgit, Gilgit Wazarat, Chilhas and Tribal Territory.

By 2019, the state government of former Jammu and Kashmir had reorganized the areas of these 14 districts into 28 districts. The names of the new districts are as follows - Kupwara, Bandipur, Ganderbal, Srinagar, Budgam, Pulwama, Shupian, Kulgam, Rajouri, Ramban, Doda, Kishtivar, Samba and Kargil.
Out of these, Kargil district was carved out from the area of ​​Leh and Ladakh district. The Leh district of the new Union Territory of Ladakh has been defined in the Jammu and Kashmir Reorganization (Removal of Difficulties) Second Order, 2019, issued by the President of India, to include the areas of the districts of Gilgit, Gilgit Wazarat, Chilhas and Tribal Territory of 1947, in addition to the remaining areas of Leh and Ladakh districts of 1947, after carving out the Kargil District.

On this basis, the maps prepared by Survey General of India depicting the new Union Territories of Jammu & Kashmir and Ladakh, as created on October 31, 2019, along with the map of India, are attached below.

[CA] President’s rule comes into effect in J&K


After completion of six months of governor’s rule in Jammu & Kashmir, the state will come under President’s rule from midnight paving way for the Union Cabinet to take all policy decisions related to the militancy-hit state.
President Mr. Ram Nath Kovind signed the proclamation for imposition of central rule in the state, which plunged into a political crisis in June after the Ms. Mehbooba Mufti-led coalition government was reduced to minority following withdrawal of support by the 25-member BJP in the state.
The gazette notification issued, said the President has received a report from governor Mr. Satya Pal Malik and after considering it and other information, he was “satisfied” that President’s rule in the state was needed.

[CA - Notes] Wattan Ko Jano initiative


Wattan Ko Jano
Wattan Ko Jano, an initiative being carried out by the Union Ministry of Home Affairs in coordination with the Jammu and Kashmir (J&K) Government, was in news.  The initiative came in news after more than 240 youth in the age-group of 15 to 24 from J&K met with Prime Minister Narendra Modi in New Delhi.
Watan Ko Jano initiative was conceived by the J&K State Rehabilitation Council in 2011. It essentially is a Youth Exchange Programme under which the children of militancy-hit victims, orphanages, and weaker sections of society are identified by Jammu and Kashmir State Rehabilitation Council as beneficiaries under the programme in the state.

The initiative aims at exposing youth from the state to the vibrant development and vitality of culture of people residing in other states of the country. Earlier on 29 December 2015, a group of 250 such youngsters participated in the Watan Ko Jano tour and met Home Minister Rajnath Singh.
