AMRUT
Launched
on June 25, 2015
- A new phase of India’s urban renewal began with the Union Urban Development Ministry announcing the release of Rs. 120 crore to the States and Union Territories.
- As part of the Atal Mission for Rejuvenation and Urban Transformation (AMRUT), the money will be directly transferred to municipal councils nationwide, something that is happening for the first time in India’s urban governance.
- The Ministry has identified 482 cities, and each will receive Rs. 25 lakh to pinpoint flaws (in the existing service providing mechanisms such as water supply and sewerage) and come up with solutions.
- Unlike the UPA’s Jawaharlal Nehru National Urban Renewal Mission (JNNURM) that allowed the State governments to take municipal-level decisions, AMRUT claims to “empower” the city councils, encouraging the Mayors to roll out plans that generate the interest of private developers to invest in public infrastructure — if that happens, the BJP government will succeed in marking the beginning of what the Ministry has dubbed “cooperative federalism”.

No
projects without availability of land and all necessary clearances shall be
included in the Mission by States/UTs.
States
shall transfer funds to urban local bodies within 7 days of transfer by
central government and no diversion of funds to be made failing which penal
interest would be charged besides taking other adverse action by the centre.
Action
Plans should provide for O&M costs for assets created for at least five
years based on user charges.
Instead
of penalizing States/ULBs for non-implementation of reforms by linking fund
release with progress on reforms resulting in delays, the Guidelines now
provide for incentivizing reforms by earmarking 10% of annual allocation to
be allocated to good performers at the end of each year.
For
water supply, sewerage, septage, storm water drains and urban transport,
centre’s share to be in the range of 1/3 of project cost to 50%. States to
mobilize the balance with its own share being not less than 20%.
A
set of 11 Reforms to be implemented in four years including :Promoting
e-governance, Improving collection of various taxes, fee and user charges,
Augmenting double entry accounting, Constitution and professionalization of
municipal cadre, Preparation of GIS based Master Plans, Devolution of funds
and functionaries to urban local bodies, Review of Building By-laws, Setting
up financial intermediaries for pooling and disbursement of resources, Credit
Rating of urban local bodies, Energy and Water Audit and Achieving Swachh
Bharat Milestones.

Atal Mission for
Rejuvenation and Urban Transformation (AMRUT) – Scheme
ä
It
is a mission aimed at transforming 500 cities (as of now 482 cities selected) and
towns into efficient urban living spaces, with special focus on a healthy and
green environment for children. The Cabinet approved Rs 50,000 crore for this
scheme which is to be spent over the next five years.

It
will ensure basic infrastructure services relating to water supply, sewerage,
seepage management, storm water drains, transport and development of green
spaces and parks with special provision for meeting the needs of children.
There will be promotion of reforms like e-governance
ä
This
scheme will be implemented in 500 cities and towns with population 1 lakh and
above, some cities located on banks of main river, few capital cities and other
important cities located in hilly region, island and tourist spots.
ä
The
main feature of this scheme is that the states get the flexibility of designing
schemes based on the needs of identified cities and in their execution and
monitoring.
ä
For
cities and towns with a population of up to 10 lakh the assistance from centre
will be up to 50%.
For those with a population of above 10 lakh, the
assistance will be one-third of the project cost.
