3 new Urban Missions
·
Based on the learnings of
implementation of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) that
ended up in sub-optimal physical and financial performance, the Central
Government has radically overhauled the Operational Guidelines for
implementation of
Ø Smart
Cities Mission
Ø Atal
Mission for Rejuvenation and Urban Transformation (AMRUT) &
Ø Housing
for All Mission in Urban Areas
Housing
for All by 2022:
ä Under
Housing for All, the Government aims to build 2 crore houses by 2022.
ä The
government allotted Rs 14,000 crore for
this scheme.
ä The
cabinet headed by Prime Minister accepted the recommendations of an
Inter-Ministerial Committee to approve a substantial increase in interest
relief on loan for the urban poor to promote affordable homes. The committee
recommended to increase interest subvention to 6.50 per cent on housing loan
for economically weaker sections of society.
ä At
present, with the interest rate of 10.50 per cent, current EMI on admissible
loan component of Rs 6 lakh, over 15-year loan duration works out to be Rs
6,632 per month. But because of the Cabinet’s decision of credit-linked subsidy
to 6.5 percent, EMI comes down to Rs 4,050 per month., benefiting the poor.
Smart
Cities:
ä The
population of urban areas is increasing every day as people moves towards
cities in search for work. The urban
India contributes about 60% of India’s GDP and is expected to increase up to
75% in the next 15 years. The cities need to become smarter to handle this
urbanization.
ä The
smart cities should be able to provide good infrastructure such as water,
sanitation, reliable utility services, health care; attract investments;
transparent processes that make commercial activities easy and other services
for citizens to make them feel safe and happy.
ä The
Cabinet had approved Rs 48000 crore investment on urban development under Smart
Cities Mission.
ä This
scheme will promote the adoption of smart solutions for using available
resources efficiently.
ä There
will be special emphasis on participation of citizens in prioritizing and
planning urban interventions.
ä The
implementation will be done through ‘area based approach’ which will consist of
retrofitting, redevelopment, pan-city initiatives and development of new
cities.
Atal
Mission for Rejuvenation and Urban Transformation (AMRUT) – Scheme
ä It
is a mission aimed at transforming 500 cities and towns into efficient urban
living spaces, with special focus on a healthy and green environment for
children. The Cabinet approved Rs 50,000 crore for this scheme which is to be
spent over the next five years.
ä It
will ensure basic infrastructure services relating to water supply, sewerage,
seepage management, storm water drains, transport and development of green
spaces and parks with special provision for meeting the needs of children.
