[CA] 13th EAS

EAS is a regional forum held annually by leaders of 18 countries (initially 16 countries) which includes 10 ASEAN countries. EAS meetings are held after the annual ASEAN leaders’ meetings, and plays an important role in the regional architecture of Asia – Pacific.
The concept of EAS was first mooted by the Prime Minister of Malaysia Mr. Mahathir Mohamad in 1991. The first EAS was held in Kuala Lumpur, Malaysia on Dec 14, 2005. India joined EAS in 2005.
EAS has evolved as a forum for strategic dialogue and cooperation on political, security and economic issues of common regional concern and plays an important role in the regional architecture.
There are six priority areas of regional cooperation within the framework of the EAS. These are – Environment and Energy, Education, Finance, Global Health Issues and Pandemic Diseases, Natural Disaster Management, and ASEAN Connectivity. India endorses regional collaboration in all six priority areas.

11th ASEM / Ulaanbaatar Declaration

The 11th edition of the Asia-Europe Meeting Summit (ASEM11) was recently concluded in Ulaanbaatar. The theme of the Summit is ‘20 Years of ASEM: Partnership for the Future through Connectivity’.

Ulaanbaatar Declaration was adopted as an outcome document of the Summit, in which the participating leaders from Asia and Europe renewed their political will and strong resolve to work together to promote mutually beneficial partnership and co-operation between the two continents, with a view to building a better future for the peoples of Asia and Europe.
On behalf of India, Vice President, Mr. Hamid Ansari participated the meeting. Vice President has unveiled a stone statue of Mahatma Gandhi at Pethub Monastery in the Ulaanbaatar that is seen as symbol of India-Mongolia cultural and spiritual ties [Pethub Monastery, considered as symbol of India-Mongolia cultural and spiritual ties, was inaugurated in August, 1999 by the then Indian Vice President Mr. Krishan Kant]



Highlights:
·       The declaration has reaffirmed ASEM’s commitment for greater partnership through informal political dialogue and initiatives in economic and socio-cultural fields.
·       It also has expressed its commitment for united fight against terrorism and violent extremism.
·       The declaration will also focus on maritime security cyber security.
·       ASEM does not make any reference to the South China Sea

About ASEM:
·       The Asia-Europe Meeting (ASEM) is an informal process of dialogue and cooperation bringing together the 28 European Union member states, 2 other European countries, and the European Union with 21 Asian countries and the ASEAN Secretariat.
·       The ASEM dialogue addresses political, economic and cultural issues, with the objective of strengthening the relationship between the two regions, in a spirit of mutual respect and equal partnership.
·       It was officially established on 1 March 1996 at the first summit in Bangkok, Thailand.
The ASEM Summit is a biennial meeting between the Heads of State and Government, the President of the European Council, the President of the European Commission, and the Secretary-General of the Association of Southeast Asian Nations (ASEAN).

[CA] Heart of Asia Conference at Delhi

Heart of Asia Conference – 2016

Theme: “Addressing Challenges, Achieving Prosperity
The Heart of Asia (HoA) conference has begun in New Delhi with the objective of bringing peace and stability to Afghanistan and speeding up its reconstruction with a focus on enhancing investment and connectivity to the country. The conference was attended by officials of a number of countries including Pakistan.
The conference was attended by officials of a number of countries including Pakistan Foreign Secretary Aizaz Ahmed Chaudhry, who deliberated on a host of issues like combating challenge of extremism and terrorism.
The key elements of HoA process have been to devise a sustained, incremental approach to implementation of the confidence building measures (CBM) in Afghanistan and the officials are set to deliberate on them during the conference.
Energy, infrastructure and investment deals to shore up economic growth of Afghanistan may figure in the talks.
India hosted the senior officials meeting of the Istanbul process in January 2014 in New Delhi and is set to host the Sixth Ministerial Conference of the HoA Process in the last quarter of this year.

Here is the following speech made by Foreign Secretary, Mr. S. Jaishankar:
·       The theme of this year’s Heart of Asia process is "Addressing Challenges, Achieving Prosperity”. As participating countries of the Heart of Asia Process, the countries in the region are aware that the situation in Afghanistan, owing to its location at the Heart of Asia, has enormous bearing on regional peace, security and economic growth. The challenges that Afghanistan and the Heart of Asia region face are similar. For our stable and prosperous region, a strong, peaceful, prosperous and democratic Afghanistan is an imperative. Such an Afghanistan will be a bridge of connectivity between East and West, and Central and South Asia. That is what Afghanistan was, as history tells us, and therein lies our future.
·       To achieve progress and prosperity together, we need to address challenges together. This is not only in Afghanistan’s interest, but in the interest of the whole of the Heart of Asia region. It is our collective and individual responsibility to help and support Afghanistan in combating the challenges it faces to its stability and security.
·       Democracy has taken roots in Afghanistan not merely as an institution but as the country’s way of life. We acknowledge the role of the country’s leadership in steering Afghanistan through a difficult and challenging phase of witnessing multiple transitions. These challenges are made all the more daunting amidst violence unleashed on the Afghan people. We are confident that the efforts of the leaders and the people of the Afghanistan will ensure peaceful, democratic and inclusive governance for the whole of the country. Whole-hearted support of the region in this endeavour, I trust, is available to Afghanistan for building a glorious future. Excellencies,
·       India feels honoured to be an active participant in the Heart of Asia Process and also to be the lead country for the Trade, Commerce and Investment Opportunities CBM of the Heart of Asia process. This CBM is aimed at more regional economic interaction and cooperation. The objective is to create conducive conditions for Afghanistan to thrive on trade and not depend on aid. Creating more employment opportunities is also important to wean youth lured to narcotics, extremism, terrorism and other criminal activities. More jobs and economic avenues in Afghanistan and would create the conducive conditions for Afghans to stay and contribute to its development. Excellencies,
·       At Islamabad Ministerial last December, the External Affairs Minister of India had stressed the importance of connectivity of Afghanistan to regional markets such as India. She had said that if arteries remain clogged, ‘Heart cannot function properly’.
·       Connectivity in the region has to be the centrepiece of all our efforts to enhance trade, commerce and investment among regional countries. Better connectivity can enable more investment and private sector participation. It can help fully harness Afghanistan’s trade and transit potential. It will also serve to tap Afghanistan’s vast natural and human resources. Afghanistan can emerge as a hub of regional trade and energy arteries. Afghanistan, Iran and India are waiting to develop trilateral transit through Chahbahar in Iran. India is also willing to avail of other regional and trans-regional connectivity initiatives such as the North – South Transport Corridor and the Ashgabat Agreement.
·       Better regional economic connectivity will bring growth and prosperity to millions of people in the region. Better connectivity means more prosperity and more peace and stability. I request this meeting of Senior Officials of the Heart of Asia process to examine these aspects and come up with specific suggestions to enhance connectivity and shared prosperity.
·       I wish that the Senior Officials Meeting will have a stimulating and productive interaction. I do hope to see you in India for the Sixth Ministerial Conference later this year.

About the conference:
·       The Heart of Asia-Istanbul Process presents a new vision of cooperation and confidence building for the region with Afghanistan at its centre.
·       The Heart of Asia-Istanbul Process articulates a set of principles, such as respect for sovereignty and territorial integrity, and promoting cooperation in the areas of common challenges and shared interests in the region.
·       It provides a platform for discussing key regional issues among participating states.
·       Since its inception in 2011, the Heart of Asia-Istanbul Process has been lead by two co-chairs: Afghanistan as a permanent co-chair, and one of the Heart of Asia countries hosting the annual ministerial meeting as the co-chair.
·       As permanent co-chair of this regional process, Afghanistan has been recognized as the main focal point/ coordinator of the Heart of Asia-Istanbul Process.

[CA] 13th India - EU Summit

13th India – EU Summit

Held at: Brussels, Belgium

In the summit, India was represented by the Prime Minister Narendra Modi. The European Union (EU) was represented by Donald Tusk, President of the European Council and Jean-Claude Juncker, President of the European Commission.

Outcomes of the 13th India-EU Summit
·       The leaders endorsed the EU-India Agenda for Action 2020 that sets out a concrete road-map for the EU-India Strategic Partnership for the next five years.
·       The European Investment Bank (EIB) agreed to extend 450 million Euros in loan for the construction of the first metro line in Lucknow.
·       The EIB gave its nod to set up the Bank’s regional representation for South Asia in New Delhi.
·       The leaders agreed to further the negotiations on early conclusion of the EU-India Broad-based Trade and Investment Agreement (BTIA).
·       The EU and India expressed their confidence in the arbitration procedure on the Italian Marines case currently underway in the framework of the United Nations Convention on the Law of the Sea (UNCLOS).
·       The leaders adopted a Joint Declaration on Counter-terrorism to step up cooperation to counter violent extremism and radicalisation, the flow of Foreign Terrorist Fighters, sources of terrorist financing and arms supply.
·       The EU and India expressed their intention to organise a high level skills seminar before July 2017 and reaffirmed their commitment to the implementation of the G20 Skills Strategy.
·       The Joint Declaration on the India-EU Water Partnership was adopted to enhance cooperation on environment issues, including on the ‘Clean India' and ‘Clean Ganga’ flagship programmes.
·       The leaders agreed to extend the India-EU Science and Technology Cooperation Agreement until 2020 to boost research and innovation in Europe and India.
·       Both the leaders agreed to establish the Common Agenda on Migration and Mobility to enhance citizens’ involvement in the strategic partnership.

[CA] Raisina Dialogue

Raisina Dialogue

Theme: "Asia: Regional and Global Connectivity"
The Raisina Dialogue is an annual conference held in New Delhi, envisioned to be India's flagship conference of geopolitics and geo-economics. The conference, organized like the Shangri-La Dialogue in Singapore, is held jointly by Ministry of External Affairs of India, and the Observer Research Foundation (ORF), an independent think tank based in India. Its inaugural session was held from March 01 – 03, 2016.
The conference name comes from Raisina Hill, the elevation in New Delhi, which is the location of both the Government of India as well as the presidential palace of India, Rashtrapati Bhavan, which inspired the design of the conference symbol.
The 2016 conclave focussed on Asia's physical, economic, human, and digital connectivity and attempted to discover opportunities and challenges for the region to manage its common spaces. The need for global partnerships to develop common pathways in this century was also addressed.
This two-day annual conference was structured as a multi-stakeholder, cross-sectorial conclave, involving policy and decision makers, including cabinet ministers from various Governments, high-level Government officials and policy practitioners, leading personalities from business and industry, and members of the strategic community, media and academia.

The inaugural dialogue witnessed participation of more than 100 speakers from over 35 countries. Attendees of the inaugural conference included business leaders from Kenya and other East African nations.
